About Us

KLCC is a limited liability partnership between John Kreideweis (Cry´-duh-wice) and John Loving (Luv´-ing).

In brief, Kreideweis is a NCMA lifetime Certified Professional Contracts Manager (CPCM) and a former US Government Contracting Officer with significant industry and consulting experience obtained over a 50 year (and counting) government contract career.

Loving is a former Supervisory Auditor for the Defense Contract Audit Agency (DCAA), and a 25 year consultant in his own firm (Loving & Sperry CPAs).  In May 2006, he linked up with Kreideweis to form KLCC. Loving's government contract career spans 42 years (and counting).

In addition to its two partners, KLCC maintains outside consulting agreements with approximately a dozen experienced government contract professionals. These professionals are utilized as needed and agreed upon in advance with clients to bring their unique experience and talents to bear on client issues of concern.

Partner - Provide contract consulting services to companies involved in Government contracting.  Services include preparation of proposals; assistance and participation in contract negotiations; training; interpretation, evaluation, and application of Government regulations to specific contract situations; development and review of contract-related systems including estimating, purchasing, property, and MMAS; compliance reviews; claims preparation; dispute resolution; and litigation support.

Siemens Maintenance Services, LLC                                                            2003 - 2006

Director, Contracts, Property, & ProcurementResponsible for contracts, subcontracts, property, and procurement for $100 million Siemens company that performs installation, warehouse, and maintenance services for airport security equipment at the 450 commercial airports in the United States and its territories.

  • Provided contract guidance and direction to move SMS from second tier subcontractor to first tier subcontractor to prime contractor to U.S. Government (TSA).  First ever for any Siemens company.

  • Oversaw application process for SMS to become first service company to receive SAFETY Act certification and designation.

  • Guided contract, procurement, and property functions to ISO 9001-2000 certification.  Developed procedures and team to achieve this status.

Partner - Provide contract consulting with an emphasis on accounting matters to companies involved primarily in Government contracting. Services include accounting system design, Cost Accounting Standards compliance, Request for Equitable Adjustment proposals, avoidance of defective pricing, incurred cost proposal preparation, interface with the Defense Contract Audit Agency (DCAA), and expert witness testimony.
